Even though there are court orders placed on Mr. Harkat, the police cannot just show up at his residence at anytime and remove items. On to the Conservative internet bills: I have a strong feeling that parts or all of these bills may be struck down by the Supreme Court if these bills ever become law. The court will probably state that the police still need probable cause and judicial warrants. I don't think the primary purpose of these bills is to give the police more powers. I think its to show that the opposition could be in bed with perverts who look at child pornography and terrorists who wish to emulate "Pinky and the Brain" and take over the world. Pardon the pun about the perverts.
